Honestly, Ive never been to that place (Luneta area) for a very long time.  But from what I've heard, Manila Ocean Park is becoming a popular destination choice for the family; and its now open to cater to different events.  Yes, you can have your wedding reception there.  I'm not sure about their rates though.
